SEC settles with ex AstroPower CEO Allen Barnett and CFO Thomas Stiner on financial fraud charges

Barnett and Stiner agreed to permanent injunctions; payment of civil penalties in the amount of $65,000 and $40,000, respectively; and other sanctions.The long, sad tale of photovoltaic manufacturer AstroPower winds down? Blue Square Energy Blues

The company is for sale. Photovoltaic Signs of the Times? Solar start-up Blue Square Energy (BSE) had a layoff before the holidays to close 2008, a year marked by internal struggles at the company captured in Blue Square Energy: Solar plans stalled at funding round. BSE has sold assets and equipment from an out of service solar cell line as a second cash preservation step. Discussions are reported to be underway with interested buyers. Promoted from Blue Square Energy Chief Operating Officer. Blue Square Energy: Solar plans stalled at funding round

CEO Jeff Barnett and father/consultant Dr. Allen Barnett asked to tender resignations.

Since Blue Square Energy also presents at Alternative Energy Innovations 2007, Blue Square Energy (BSE) has failed to raise the outlined $30 million round of venture capital to fund their expansion plans.

In a recent conversation with BSE Chairman Ray Moyer and Board member Joe Babin, I learned that Blue Square Energy has missed hitting critical milestones in the commercialization of Bright Point and confirmed rumored layoffs had occurred at the company.

Very High Efficiency Solar Cells at PVSC 33

Dr. Allen Barnett presented an update on the Very High Efficiency Solar Cell (VHESC) program.

On Thursday morning, May 15, 2008, Dr. Allen Barnett, presented the paper, “INITIAL TEST BED FOR VERY HIGH EFFICIENCY SOLAR CELLS”, at the 33rd IEEE Photovoltaic Specialists Conference (PVSC 33). The paper was renamed from “Very High Efficiency Solar Cell Modules” in the abstract and three University of Delaware students were added to the paper credits as you will hear in the 18:31 minute video below. Once again, conferences including Solar Power 2007 and 22nd European Photovoltaic Solar Energy Conference and Exhibition (EU PVSEC) have dominated Blog coverage since September. I have accumulated anecdotes and news about Blog staples and newer companies and topics over this time period.

Advent Solar, Inc.During Solar Power 2007, I talked to an Advent Solar spokesperson at their Hyatt Regency Ballroom stand. The spokesperson claimed the retooling of Advent’s 25MWp (MegaWatt-peak) line to 156mm (millimeter) silicon wafers would be completed by about November 2007 and ready for production in early 2008. The expectation is laid off workers will be recalled to ramp production on the retooled line.

AstroPower Saga Continues: Fraud Claims Referred to FBI

Former AstroPower Execs Allen Barnett and Thomas Stiner agreed to pay $1 million USD to settle shareholder lawsuits without admitting culpability

The ever trustworthy Steven Church, now with Bloomberg News, reported on the latest developments in AstroPower fraud claims go to FBI, judge rules reprinted in delawareonline: The News Journal. Typical for this saga, there has been a dearth of press coverage.

In Wilmington, Delaware, U.S. District Judge Joseph J. Farnan Jr. ruled the fraud allegations against AstroPower company founder and CEO Allen M. Barnett and CFO Thomas J. Stiner should be referred to the Federal Bureau of Investigation.
